Jeff Stine

President and CEO

Jeff Stine is a medically retired police officer, entrepreneur and founder of Cover Now, a law enforcement emergency fund.

Beginning his law enforcement career in 1995, Jeff worked patrol division for the El Cajon Police Department in San Diego County. A racially and economically diverse community in a high crime area of San Diego molded Jeff to understand the pressures of modern law enforcement officers.

After medically retiring from the police department he earned a degree in theology and later founded two successful companies (Stine Game Tables and Five Star Martial Arts).

With his diverse background in law-enforcement and as an entrepreneur who founded different styles of businesses, Jeff brings a deep understanding not only of law enforcement needs, but also the dynamics of running successful companies.

Jeff is a family man, a Brazilian Jiu Jitsu black belt and enjoys the mental and physical demands of ultra running.

Executive Board of Directors

Senator Brian W. Jones was elected in 2018 to serve the people of California’s 38th Senate district, and he is Chair of the Senate Republican Caucus. He is a board member of the Boys and Girls Club of East County and the San Diego County Gun Owners Association.

Prior to serving in the Senate, Brian was a Santee City Council Member for eight years from 2001 to 2010 then again from 2017 to 2018. He was the representative for the 71st Assembly District from 2010 to 2016. Some of the legislative priorities during his Assembly years were lowering taxes, improving the economic development for small businesses, supporting our Armed Forces and veterans, removing unnecessary red tape, and protecting the Second Amendment right. He became well known for his annual 2nd Amendment Awareness event, which educated his constituents on the Second Amendment rights and related state legislation and gave attendees opportunities to learn how to control a firearm safely or improve their accuracy.

Brian attended Grossmont College before earning a bachelor’s degree in business administration at San Diego State University.

Brian and his wife, Heather enjoy spending time with their three children: Christopher, Melina, and Matthew.

Lieutenant Craig Lally has served for over 40 years with the Los Angeles Police Department, and serves as the President of the Los Angeles Police Protective League.

The Los Angeles Police Protective League represents the 10,000 dedicated and professional sworn members of the Los Angeles Police Department and is the third largest police union in the country. The League seeks to advance the interests of LAPD officers through legislative and legal advocacy, political action and education.

As President, Lieutenant Lally works daily with the Los Angeles Police Department, community groups and fellow officers to protect the rights, interests and welfare of the members of the League.Lt. Lally was born in Cleveland, Ohio and joined the Los Angeles Police Department on March 31, 1981. He worked various patrol assignments for over 25 years as a Police Officer (in the elite Metropolitan Division), Sergeant and Lieutenant. He has received approximately 200 commendations throughout his career, both from the Department and the community. Lally was elected as a Director to the Los Angeles Police Protective League on January 1, 2012 and elected President on January 1, 2015.

Even with his incredibly busy schedule, Lt. Lally has joined the Executive Board of Directors for Cover Now Law Enforcement Emergency Fund. Seeing the massive unmet needs with regard to officers suffering from catastrophic injuries and law enforcement families left behind by suicide, Lt. Lally is passionate and eager to use his 40 years of law enforcement experience to help grow Cover Now in order to assist these officers and families.

Sgt. David Leonhardi is a Sergeant with the San Diego County Sheriff’s Department.  With almost two decades in law enforcement, David has worked in multiple assignments such as court services, patrol, backgrounds, recruiting and investigations.

David is the past president of the Deputy Sheriffs’ Association of San Diego County where he represented approximately 2400 deputies in San Diego County. 

The Deputy Sheriffs’ Association of San Diego County is one of the largest law enforcement labor organizations in California and was a very early supporter of Cover Now and our mission.

Paul Holes retired as a Cold Case Investigator after spending over 27 years working for the Sheriff  and District Attorney’s Offices during his tenure in Contra Costa County located in the Bay Area, California.  Having experience in both forensic and investigative assignments, Paul throughout his career specialized in cold case and serial predator crimes, developing and applying investigative, behavioral, and forensic expertise in notable cases such as Zodiac, Golden State Killer, and Jaycee Dugard. Paul is frequently sought out by investigators to consult on the most complex and high profile cases and has played a part in putting several serial predators on Death Row such as Darryl Kemp, Joseph Naso, and Joseph Cordova Jr.

As an FBI Task Force Officer while employed with the DA’s Office, Paul teamed with FBI and Sac DA personnel to apply innovative technology that identified Joseph DeAngelo as the Golden State Killer, the most prolific and cunning serial predator in U.S. history.

Since the arrest of DeAngelo, Paul has been very involved on the media side continuing to assist law enforcement and victim’s families with their unsolved cases, including through the television show The DNA of Murder with Paul Holes and HLN’s show Real Life Nightmare.  Paul also was utilized as an expert for Fox’s reboot of America’s Most Wanted and is co-host of two podcasts:  Buried Bones and Small Town Dicks.

Meagan McCarthy was a Deputy Sheriff for the San Bernardino County Sheriff’s Department for six years, serving in various capacities such as CPS liaison, school resource officer, recruiter, and explorer coordinator. Meagan was involved in an on-duty shooting, which was caught on video and highly publicized. The suspect attempted to execute Meagan after brutally beating her. Four years later, the trial began and due to failed law enforcement legislation, the suspect was acquitted and subsequently freed from custody.

 Meagan was medically retired for PTSD and has now dedicated herself to advocating for first responder mental health and victims of crime. She serves as a co-chair on the Crime Survivors board, providing insight to victim resources and advocating for the first responder community. She now works to advocate for the mental health, first responder and victim communities, speaking at various conferences, political events, and news interviews. Meagan is a Fox News contributor, and has been featured on NBC, Inside Edition, Yahoo, CBS, ABC, Fox News.com, The Daily Mail, California Insider, and over 20 podcasts. Meagan has spoken at various conferences and events including Turning Point USA, LAAPOA, LAWPOA, NAWLEE, The Bleeding Blue, and the California Police Standards and Training courses.

 Meagan has her associates degree in Criminal Justice, and is working to complete her bachelor’s degree in Integrative Psychology in 2024, where she will continue on to her Master’s Degree program in Psychology with an emphasis in Critical Incidents to further help the first responder community with mental health challenges. She was awarded the prestigious Above and Beyond award from Crime Survivors for her work in advocacy.
